Questions and answers

What is the difference between a bursar and an SBM?

Bursar is the historical title used by the independent sector; School Business Manager is the title used by the state sector. The role they describe is the same and is governed by the same DfE national standards for school business professionals. The principal differences are pay scale and reporting line.

How much does a school bursar earn in 2025/26?

The median UK school bursar salary is approximately £42,500. The range runs from around £35,000 for a small state-maintained primary SBM through to over £140,000 for a CFO of a large multi-academy trust. Per-school-type bands are covered on the salary desk.

How do I become a school bursar?

The two recognised routes are the Certificate of School Business Management followed by the Diploma of School Business Management (Best Practice Network, principally for the state sector) and the ISBA Diploma in School Business Management (for the independent sector). Career changers from accountancy, the military and NHS finance routes are common.

How much does a fractional bursar cost?

Fractional bursar day rates in 2025/26 typically run from £275 to £475 for an experienced bursar engaged directly or via the ISBA recruitment network. A two-days-a-week engagement therefore typically costs in the low £30,000s a year before any provider margin.

What changed with VAT on school fees?

The standard rate of VAT applies to private school fees from 1 January 2025. Independent schools have been registered for VAT since that date and the bursar's workload has shifted materially towards partial-exemption calculations, capital-goods-scheme entries and parental concession schemes.

Is the bursar on the senior leadership team?

In an independent school the bursar is almost always a full SLT member. In a state-maintained school SLT membership is common but not universal. In a multi-academy trust the equivalent CFO or COO post is normally a member of the trust executive team.

Which qualification is most credible: CSBM, DSBM or ISBA Diploma?

The most credible qualification is whichever fits the sector being entered. CSBM and DSBM are the recognised state-sector and academy-sector qualifications. The ISBA Diploma is the recognised independent-sector qualification. Both Best Practice Network and ISBA programmes are mapped to the DfE national standards.

What is the typical on-cost loading on a permanent bursar?

Typically 25 to 32 per cent of base salary, depending principally on the pension scheme. Employer National Insurance adds approximately 13.8 per cent above the secondary threshold; employer pension contribution varies from around 8 per cent on a defined-contribution scheme to substantially higher on LGPS or TPS.
